一、项目建设背景

株洲市枫溪污水处理厂位于株洲市芦淞区京广铁路以东、枫溪港以北、湘大路西侧。一期工程处理规模为2.5万m³/d,于2017年建成后投入运行至今。随着城市的发展,污水收纳区域人口日益增长,居民用水量不断的增加,区域污水排放量日益增多,将超出枫溪污水处理厂一期的处理能力。为保证区域水环境免受污染,枫溪污水处理厂二期的建设迫在眉睫。二期计划在原厂内扩建,不新征用地。

二、项目前期工作

目前,已完成初步方案专家评审,待资规局批复。

三、项目建设内容

新建规模为2.5万t/d,配套建设污水管网约12.91km,新建天池污水提升泵站1座,其中污水泵站土建按3.8万t/d,设备按2.5万t/d配置。

工程估算总投资约2.43亿元。

本项目投资回报率7%左右。

I. Project Background

Zhuzhou Fengxi Sewage Treatment Plant is located east of Beijing-Guangzhou Railway, north of Fengxigang and west of Xiangda Roadin Lusong District of Zhuzhou City. The Phase I project has been put into operation since its completion in 2017 with a treatment capacity of 25,000 m³/d. With the development of the city, the population of the sewage storage area is growing, the water consumption of residentsand the regional sewage discharge are increasing, which will exceed the treatment capacity of the Phase I Project of Fengxi Wastewater Treatment Plant. In order to protect the regional water environment from pollution, the construction of the Phase II Project is imminent. And in the second phase, the original plant will be expanded without requisitioning land.

II. Preliminary Work

At present, the expert review of the preliminary plan has been completed and is waiting for the approval of the planning bureau.

III. Project Content

The newly-built scale is 25,000 t/d, and the supporting sewage pipe network is about 12.91km. Tianchi Sewage Lifting Pump Station will be built, with civil works capacity of 38,000 t/d and equipment capacity of 25,000 t/d.

IV. Project Investment

The estimated total investment of the project is about RMB 243 million.

V. Benefit Analysis

The return on investment of this project is about 7%.

一、项目建设背景

湘潭经开区位于长沙与湘潭融城发展的核心之地,园区总面积138平方公里,现已形成汽车及零部件制造、电子信息、先进装备制造三大主导产业,经济总量稳居全省国家级园区第三位。为推动园区实现由工业集聚园区向产城融合城市功能区的转型,经开区将对标前海合作区、苏州工业园,建设湘潭“兴隆湖滨江新城片区”项目。项目将围绕“两轴三区”的空间格局,增强旅游、文创、商务办公、教育、居住等城市功能,推动由园区向城区的转型。

二、项目前期工作

项目选址于湘潭经开区滨江新城区域内,东至沿江北路,西至潭州大道,南至九昭东路,北至沪昆高铁,总面积约为13668亩,分三期建设。目前正在制定兴隆湖片区整体规划设计,部分土地征拆及报批已完成。

I. Project Background

Xiangtan Economic and Technological Development Zone (“Xiangtan ETDZ”) is located at the central region for the integrated development of Changsha and Xiangtan. It covers a total area of 138 square kilometers, and has formed three leading industries of automobile and parts manufacturing, electronic information, and advanced equipment manufacturing with the total economic volume ranking third in the province's national zones.In order to promote the transformation of Xiangtan ETDZ from an industrial agglomeration zone to a city-industry-integrated urban functional zone, "Xinglong Lake Binjiang New City Area" in Xiangtan will be constructed with reference to the Qianhai Cooperation Zone and Suzhou Industrial Park. II. Preliminary Work

With a total area is about 13,668 mu, the project will be constructed in three phases. The overall planning and design of the Xinglong Lake area is currently under preparation, and part of the land acquisition and demolition and approval have been completed.

The project focuses on the construction of Xiangjiang Bay Financial Business Center, Vitality Sports Center, and Sports and Leisure Center. Xiangtan Tianyi Zijing Lake Industrial New City is located in the half-hour economic circle of the Changsha-Zhuzhou-Xiangtan City Cluster, at the junction of Zhuzhou City and Xiangtan City."One intercity railway, double high-speed railways" double the radiation effect of the project by making it the "golden hub" of transportation in Changsha-Zhuzhou-Xiangtan City Cluster.

一、项目建设背景

一、项目建设背景

水洋生态新区规划建设面积10.79平方公里,位于娄底市区东部,靠近区域生态绿核仙女寨和水府庙湖区,是娄底实施融城战略城市东扩,对接长株潭城市群的门户地区,也是生态资源富集和敏感地区。项目的开发建设是娄底城市转型与城市名片打造的空间载体,也是娄底城市东进和经济转型的战略支点。水洋生态新区的建设与发展应充分考虑生态环境和特色景观资源,既要融入城市,与城市功能相协调,又要对接区域,突出山水特色,把娄底城市建到“水”边去,形成娄底特色片区。项目按照“五大发展理念”明确建设理念,根据其功能定位、产业特征,坚持高起点规划、高质量布局,打造成一个创新之城、科技之城、活力之城。

1、涟水南岸(江龙滩大桥至东二环+白鹭村段)综合治理,包括:河道及水体治理、沿江大道和相连支路及其附属设施建设(含机动车道、自行车道及慢行道系统)、江龙滩大桥至东二环防洪、沿江绿带及公共设施、沿江区域截污干管建设、犁头咀大桥改造,项目总占地1525亩;

2、长青街东延线综合开发建设,包括:长青街东延线(檀香路一沿江大道)道路、地下综合管廊及附属设施建设(含机动车道、自行车道及慢行道系统)、长青街跨孙水河大桥、隧道工程、相连八条支路道路及附属设施建设,项目总占地838亩;

3、娄底市第三污水处理厂新建,达到一级A排放标准,处理能力为6万吨/天;

4、水洋新区幼儿园、小学及中学建设,项目总占地225亩。

四、项目建设投资

经初步测算,项目总投资约29亿元,其中:涟水南岸(江龙滩大桥至东二环+白鹭村段)综合治理工程投资约12亿元,长青街东延线综合开发建设工程约11亿元,水洋新区污水处理厂建设工程投资约3亿元,水洋新区幼儿园、小学及中学建设工程投资约3亿元。

I. Project Background

Shuiyang New Eco-Area, with a planned construction area of 10.79 square kilometers, is located in the east of Loudi Urban Area, close to the regional ecological green core: Xiannvzhai and Shuifumiao Lake Area. It is not only a gateway area for Loudi to implement urban fusion strategy to expand eastward for for connecting the Changsha-Zhuzhou-Xiangtan City Cluster urban agglomeration, but also an eco-enriched and sensitive area. The development and construction of the project is a spatial carrier of Loudi's urban transformation and urban business cards, and also a strategic fulcrum of Loudi's eastward advancement and economic transformation. In the construction and development of the Shuiyang New Eco-Area, the ecological environment and unique landscape resources should be fully considered. It should not only integrate into the city and coordinate with the city’s function, but also connect the area, highlight the landscape features, and build Loudi City to the "water" side. The project clarifies the construction concept according to the "Five Development Concepts", adheres to the high starting point planning and high-quality layout according to its functional positioning and industrial characteristics, and creates a city of innovation, technology and vitality.

III. Project Content

1. Comprehensive regulation of the south bank of Lianshui (Jianglongtan Bridge to the East Second Ring Road + Bailu Village), including: river channel and water body management, construction of Yanjiang Avenue and connected branch roads and their auxiliary facilities (including motor vehicle lanes, bicycle lanes and slow travel lane system), flood control from the Jianglongtan Bridge to the East Second Ring Road, green belts along the river and public facilities, construction of sewage intercepting main pipe along the river, and reconstruction of the Litouju Bridge. The total area is 1,525 mu;

2. The comprehensive development and construction of the east extension line of Changqing Street, including: the construction of the road, multi-purpose networks for underground pipelines and auxiliary facilities of the east extension line of Changqing Street (Tanxiang Road-Yanjiang Avenue) (including motor vehicle lanes, bicycle lanes and slow lane systems), bridgecrossing the Sunshui River from Changqing Street, tunnel project, eight branch roads and auxiliary facilities. The total area is 838 mu;

3. The Third Sewage Treatment Plant of Loudi City will be built to meet the Grade A A discharge standard, with a treatment capacity of 60,000 tons/day.

4. Construction of kindergarten, elementary school and middle school in Shuiyang New Area with a total area of 225 mu.

IV. Project Investment

According to preliminary estimates, the total investment of the project is about RMB 2.9 billion, of which: the investment in the comprehensive treatment project of the south bank of Lianshui (Jianglongtan Bridge to East Second Ring Road + Bailu Village) is about RMB 1.2 billion; the investment in comprehensive development and construction project of the east extension line of Changqing Street is about RMB 1.1 billion; the investment in the construction of sewage treatment plant is about RMB 300 million; and the investment in the construction of kindergarten, elementary school and middle school in Shuiyang New Area is about RMB 300 million.

The project consists of three sub-projects. Among them, the income of the comprehensive treatment project of the south bank of Lianshui and the comprehensive development and construction project of the east extension line of Changqing Street is from the sale of commercial and residential land, the income from underground multi-purpose networks, advertising income, parking fees, sports facilities income, commercial street rental income, etc., and the average annual income in the 15-year calculation period is RMB 420 million; the annual average income of the construction project of kindergarten, primary school and middle school in Shuiyang New Area during the 20-year operation period is about RMB 98 million. The total annual income of the project is RMB 518 million.

根据《邵阳市城市总体规划(修编) 2004-2020年》,明确邵阳市域形成以中心城区为主,新邵县城为辅的市城经济增长极和扩散中心。邵阳雪峰大桥建成通车,邵阳城区到新邵的60米宽雪峰路开工建设。规则建设的九头岩半岛城市综合体位于资江之滨、晒谷滩电站库区南岸,紧邻雪峰路,从邵阳城区到达项目仅需10分钟。同时,项目毗邻的湘高产业园,现有入驻企业60余家。

The "Urban Master Planning of Shaoyang City(Revised) 2004-2020" clearly stated that Shaoyang City should form the economic growth pole and diffusion center with the central urban area as the core, and Xinshao County as the supplement. The Shaoyang Xuefeng Bridge was completed and opened to traffic, and the construction of the 60-meter wide Xuefeng Road from Shaoyang City to Xinshao was launched. The planned Jiutouyan Peninsula Urban Complex is located on the banks of the Zijiang River and the southern bank of the Sungutan Power Station reservoir area, close to Xuefeng Road, and it takes only 10 minutes to reach the project from Shaoyang City. And the Xianggao Industrial Park adjacent to the project currently has more than 60 companies settled in it.

II. Preliminary Work

The preliminary work such as planning has been completed, the spatial planning for the entire Jiutouyan Peninsula has been completed, and the construction of Phase Iproject of Guangyi Experimental Middle School has been completed with the beginning of term.

III. Project Content

The project covers a planned area of 2600 mu with a floor area ratio of 1.2-2.5, a building density of no more than 25%, and a green space rate of no less than 35%.
