一、项目建设背景

梅溪湖国际新城作为湖南湘江新区的中心城区,定位为“长沙城市新中心·国际服务区·未来科技城”,正在着力打造构建以政务金融、商业商务、科技创新、总部经济、文化旅游、医疗健康、生态宜居为核心的具有国际视野的复合型新城。

“长沙中心”位于梅溪湖国际新城核心区域的中心位置,围绕地铁线2、6号双地铁站点,拟打造标致性的城市地标建筑群,聚集顶尖高端商业商务。

二、项目前期工作

2019年配合湘江新区管委会启动梅溪湖国际新城二期城市中轴线的概念性规划设计,确定战略定位为全新的城市中央商务区,目前设计方案已完成初稿,获得湖南湘江新区管委会认可。项目正筹备启动整体长沙中心(包括地下空间)商业策划,结合市场分析,优化商业业态布局及体量综合方案。

三、项目建设内容

项目用地由L06-A07/A08/A14/A15/A27/A30共计6宗用地构成,位于梅溪湖国际新城二期城市中轴线地铁2、6号线换乘站周围,北至雪松路、南临梧桐路、西接松柏路、东临听雨路。根据现阶段用地控规指标,总用地面积231.6亩(15.44万㎡),综合容积率7.2,综合商住比8:2。拟建设包括高端商业、配套住宅、顶级写字楼、精品酒店、大型购物商场等高端业态的城市核心功能区域,并结合双地铁站点建设与地上商业结合、联通的地下空间,包括地下商业配套、公共交通停车场等。

总投资约150亿元。

五、项目效益分析

本项目作为城市新中心的核心区域项目,通过打造城市新地标建筑群,以及高端的商业办公物业,配套住宅、酒店、商业综合体,形成高端的综合型服务区,吸引优质企业、高端人群入驻。另外,结合整体片区的公共配套,加快促进梅溪湖国际新城实现“产城融合”,可打造新城商业商务领域的新名片。

I. Project Background

Meixi Lake International New City, as the central urban area of Hunan Xiangjiang New Area, is positioned as "Changsha Urban New Center·International Service Area · Future Technology City". It is focusing on building a complex new city with international vision that takes government finance, business and commerce, technological innovation, headquarters economy, cultural tourism, medical health and ecological livability as the core.

"Changsha Center" is located in the center of the core area of Meixi Lake International New City. Around the station of Metro Line. 2 and Metro Line 6 , it is planned to build a peculiar urban landmark building group and gather top-end business and commerce.

II. Preliminary Work

In 2019, the conceptual planning and design of the central axis of the second phase of Meixi Lake International New City was launched to cooperate with the Administration Committee of Xiangjiang New Area. The strategic positioning of Meixi Lake International New City was determined as a new urban CBD. At present, the first draft of the design plan has been completed andhas been approved by the Administration Committee of Xiangjiang New Area. Preparations are under way to launch the overall business planning of Changsha Center (including underground space), combined with market analysis, to optimize the layout of the commercial activities and the comprehensive plan for business volume.

III. Project Content

The project consists of six plots: L06-A07/A08/A14/A15/A27/A30, which are located around the Metro Line 2 and Metro Line 6 interchange station on the central axis of Meixihu International New City (Phase II), to Xuesong Road in the north, Wutong Road in the south, Songbai Road in the west, and Tingyu Road in the east. According to the current land use control regulations, the total land area is 231.6 mu (154,400 square meters), the comprehensive floor area ratio is 7.2, and the comprehensive commercial-residential ratio is 8: 2. The proposed items to be constructed include core functional areas for high-end commerce, supporting residence, top-grade office buildings, boutique hotels, large shopping mall and other high-end businesses. The combined construction of dual subway stations and above-ground commerce, connected underground space, including underground commercial facilities, public transportation parking lot, etc. will be advanced as well.

IV. Project Investment

The total investment is about RMB 15 billion.

V. Benefit Analysis

As a project in the core region of the new urban center, it will form a high-end comprehensive service area by creating new urban landmark buildings, high-end commercial office properties, supporting residences, hotels, and commercial complexes to attract high-quality enterprises and high-end crowds. In addition, combined with the public facilities in the whole area, it is possible to accelerate the realization of "city-industry integration" in Meixi Lake International New City, which can create a new business card in the business and commercial field of the new city.

2、长沙开福区苏圫垸片区改造项目

Reconstruction of Suyuyuan Area in Kaifu District, Changsha

一、项目建设背景

项目东南至捞刀河,西至捞刀河—京广铁路,北至绕城高速公路,总用地面积约2273公顷(约34095亩)。其中,楚家湖路—星沙联络线将项目分为西南片和东北片,用地面积分别约为1384.2公顷(约20760亩)和889公顷(13335亩)。原总规中定位为生态湿地公园,现状为典型城乡结合地带。片区为长沙北部最大的处女地,生态环境和水域环境无法复制,是打造生态宜居、商务商业的难得片区,也是拓展城市容量、提升城市品质的重要承载地。周边有历史悠久的铁炉寺,有象征民族团结的汉回民族村,有洞天福地的鹅羊山,有千年传说的捞刀河,有闻名全国的影视传媒中心,湖湘文化厚重,山水人文景观独特,拟打造成为新的城市文化热点。

二、项目前期工作

片区内骨干道路开福大道已实现全线通车,片区控制性规划正在编制和修改中,暂未最终审定入库。

三、项目建设内容

目前拟重点开发的为西南片区,建设面积452.34公顷,水域面积279.96公顷,农林用地651.90公顷,规划人口规模6万人。项目围绕凤羽湖展开,南侧为生态湿地,北侧为城市建成区。建成区分为4个组团,中间围绕水体形成城市的公共中心, 布局商业、办公等设施,另加东、中、西三个居住组团。

项目建设投资额67亿元,以土地招拍挂方式拿地后再进行市场运营销售。

五、项目效益分析

围绕“生态新城”的目标定位,拟将苏圫垸打造为环境优美、生态和谐、产业创新、购物休闲、滨水一体的城市新名片,形成高端产业聚集、高品质住宅汇聚、高度生态和谐的城市新增长极。

I. Project Background

The project reaches the Laodao River in the southeast, the Laodao River-Beijing-Guangzhou Railway in the west, and the Ring Expressway in the north. The total land area is about 2273 hectares (about 34,095 mu). Chujiahu Road-Xingsha Connection Line divides the project into southwest and northeast areas, with land areas of about 1384.2 hectares (about 20760 mu) and 889 hectares (13335 mu) respectively. In the original master plan, the project was positioned as an ecological wetland park, and in current planning, the project is a typical urban-rural conjunctiveregion. The area is the largest virgin land in northern Changsha. The ecological environment and water environment cannot be duplicated. It is not only a rare area for creating ecological livability and business commerce, but also an important place for expanding urban capacity and improving urban quality. Surrounded by the historic Tielu Temple, the Han and Hui ethnic groups village that symbolizes national unity, the fairyland - Eyang Mountain, the legendary Laodao Rive, the famousfilm and television media center, the project boasts rich Hunan culture and unique landscape. It will be built into a new hot spot of urban culture.

II. Preliminary Work

The main road in the area: Kaifu Avenue, has been opened to traffic, and the regulatory planning of the area is being prepared and revised, and waiting for final approval.

III. Project Content

Presently, the emphasis is laid on the development of the southwest area, which has a construction area of 452.34 hectares, water area of 279.96 hectares, agricultural and forest land of 651.90 hectares, and a planned population of 60,000. The project is implemented around Fengyu Lake with ecological wetlands on the south and urban built-up areas on the north. The construction is divided into 4 clusters: the central cluster takes a water center as the city’s public center, with commercial, office and other facilities arranged. Additionally, there are three residential clusters in the east, centre and west.

IV. Project Investment

The construction investment amounts toRMB 6.7 billion, and the land will be acquired through land bidding, auction, and listing before the market operation and sales.

V. Benefit Analysis

Focusing on the goal of "Ecological New Town", it is planned to build Suyuyuan into a new business card with beautiful environment, ecological harmony, industrial innovation, shopping and leisure, and waterfront, forming a new urban growth pole with high ecological harmony that gathers high-end industries and high-quality residences.

3、长沙市雅塘片区综合改造一期项目

Phase I Comprehensive Reconstruction of Yatang Area, Changsha

一、项目建设背景

雅塘片区位于长沙南二环路与曙光南路交汇处两侧,区域内规划总面积约4222亩,人口约6.5万,可作为片区整理的土地面积约2200亩。雅塘片区综合改造项目是长沙市重点工程,遵循“统一规划、合理布局、分期改造、滚动开发”理念,合理、有序地推进整体片区开发建设,打造全市城中村和棚户区改造示范项目。

二、项目前期工作

项目整体开发已取得阶段性成果,相继启动了10个棚改项目、18个集体土地项目和3个公墓搬迁项目,整理土地约415亩。项目区域“两纵三横”五条主干道路网初具雏形,教育、医疗、公园公共配套设施逐步完善。保障住房稳步实施,2019年已交房一千余套。

三、项目建设内容

雅塘一期项目,含雅塘1、2号地约合230亩地的开发建设,包括道路、公园绿地、学校等基础配套设施建设。

经初步测算,项目总投资额约64亿元。

I. Project Background

The Yatang Area is located on both sides of the intersection of Changsha South Second Ring Road and Shuguang South Road. It has a planned total areaabout 4,222 mu, and a population of about 65,000. The area of the land that can be used as the area for consolidation is about 2,200 mu. The Comprehensive Reconstruction Project of Yatang Area is a key project in Changsha City. Following the concept of "unified planning, reasonable layout, phased reconstruction, and rolling development", he overall development and construction of the whole area will be promoting in a reasonable and orderly manner, so as to create a demonstration project of “villages in the city”and shantytown reconstruction.

II. Preliminary Work

The overall development of the project has achieved initial results, and 10 shantytown reconstruction projects, 18 collective land projects and 3 cemetery relocation projects have been launched in succession, reorganizing about 415 mu of land. The five main road networks of "two verticals and three horizontals" in the project area have taken shape, and public supporting facilities for education, medical treatment and parks have been gradually improved. Guaranteed housing has been implemented steadily, and more than 1,000 houses have been delivered in 2019.

The Phase I project include the construction of plots No. 1 and No.2 (about 230 mu). And the components include: roads, parks green land, schools and other infrastructure construction.

4、浏阳水佳片区开发项目

Shuijia Area Development Project in Liuyang

一、项目建设背景

水佳片区位于浏阳市长兴湖新城中心和一河两岸核心的“三中心”地带,政东广场、长兴湖公园等多个公园均围绕在片区周边。北临长兴湖、南临浏阳河,与天马山隔河相望,地势平坦、环境优美,是依山傍水的宜居之地。周边交通路网四通八达,配套设施成熟。

二、项目前期工作

项目已完成批地,正在进行拆迁。项目周边道路、水电气等基础设施建设完善。

三、项目建设内容

项目片区总占地面积2816亩,其中可出让面积1315亩,属于浏阳河一河两岸风光带重要组团。预计一期通过公开招拍挂出让土地约600亩,规划控制用地性质为居住用地、商业用地等公共配套设施用地,整体容积率控制在2.5以内。拟开发高端住宅,商业中心,配套文化旅游。

I. Project Background

Shuijia Area is located in the center of Changxing Lake New Town in Liuyang City and the "three centers" at the core of both sides of the river. Zhengdong Square, Changxing Lake Park and other parks are all around the Area. It faces Changxing Lake in the north and Liuyang River in the south. It faces Tianma Mountain across the river. Endowed with flat terrain and beautiful environment, i is a livable place near the mountains and the water. The surrounding traffic road network extends in all directions and the supporting facilities are mature.

II. Preliminary Work

The land has been granted, and the demolition work is undergoing. Infrastructures like roads, water and electricity around the project are complete.

III. Project Content

The projectcovers a total area of 2,816 mu, of which 1,315 muis transferrable land that belongs to the important cluster of scenery belts on both banks of the Liuyang River. It is estimated that in the first phase, about 600 mu of land will be transferred through public bidding and auction. The nature of the regulated land is residential land, commercial land and other public supporting facilities. The overall floor area ratio is controlled within 2.5. High-end residences, commercial centers, and supporting cultural tourism are proposed to be developed.

IV. Project Investment

The total investment is planned to be RMB 5 billion.

V. Benefit Analysis

In the first phaseabout 600 mu of land is expected to be developed, with a comprehensive land price starting at about2.8 million yuan/mu. Benefits are determined by construction costs, operating costs, and sales.

一、项目建设背景

长沙是“一带一路”建设中的内陆开放型经济高地,是“中三角”双核城市之一,也是长株潭城市群的中心城市,虽近年来长沙保持了较好的经济增长势头,商业聚集度也明显提升,但与其他一线城市,仍有较大差距。桐梓坡棚改项目是长沙市重点棚改项目,受到了省市区各级的高度重视,是长沙河西商业发展的突破口。

项目已完成拆迁,正进行调规。

I. Project Background

Changsha is an inland highland for open economy under the“Belt and Road”Initiative, one of the dual-core citiesin the middle reaches of the Yangtze river, and the central city of the Changsha-Zhuzhou-Xiangtan City Cluster. Although Changsha has maintained good economic growth momentum and obvious improved commercial gathering in recent years,there is still a large gap compared with other first-tier cities. The Tongzipo Shantytown Reconstruction Project is a key shantytown reconstruction project in Changsha City, which has received great attention from all levels of the provincial and municipal governments. 6、长沙黄兴北路两厢地块开发项目

Plot Development on Both Sides of Huangxing North Road in Changsha

一、项目建设背景

项目南起营盘路、北至三一大道、西起湘江中路、东至芙蓉中路,位于长沙中心城区,商圈中心,湘江沿岸,地段优势明显。

I. Project Background

The project starts from Yingpan Road in the south, Sanyi Avenue in the north, Xiangjiang Middle Road in the west, and Furong Middle Road in the east. Located in the central urban area of Changsha, the center of the commercial circle, and along the bank of Xiangjiang River, the project enjoys obvious location advantage.

Transportation resources: The planned road network in the area is based on the "six horizontals and four verticals". "Six horizontals"refer to: Sany Avenue, Kaifusi Road, Panjiaping Road, Xiangya Road, Xiangchun Road, Yingpan Road; "four verticals"refer to Xiangjiang Avenue, Huangxing North Road, Cai E Road, Furong Road; and there are 2 metro lines and 1 intercity railway line, and stations are established along the line: Metro Line 1 (Peiyuanqiao Station, Wenchangge Station, Kaifu Temple Station), Metro Line 6 (Wenchangge Station), Intercity Railway (Kaifu Temple Station).

More than 5 million cubic meters of high-end office buildings and urban complexes have been built, with a strong business and commercial atmosphere. The demolition work on both sides of the Huangxing North Road has been basically completed, the relevant planning indexes have been adjusted, and most of the land has reached the conditions of the MunicipalLand Management Committee. There are 15 plots in the project, with a total land area of 584 mu and a net land area of about 384 mu. A total of 13 plots can be transferred, with a total land area of 495 mu and a net land area of about 334 mu.

In 2020, it is planned to sell five plots including S5, S8, S9, S12, and S14, with a net land area of 112.95 mu and a planned construction area of 410,700 m2, including commercial area: 187,900 m2and living area: 222,800 m2.

Zhuzhou Riverside Industrial New Town

一、项目建设背景

株洲滨江产业新城总占地面积17.38平方公里,是株洲市推进“南下”战略的核心载体。其中核心区北至武广大道、南至慢城大道、东至湘江、西至湘江大道,是整个滨江产业新城的商务办公与滨水居住的核心区域,也是整个滨江产业新城最具有开发价值和开发条件的区域。2017年9月,随着连接株洲市核心城区与株洲滨江产业新城的湘江大道一期竣工,株洲城市南拓发展通道打通,加之以长城电脑、株洲信息港等为代表的大型产业项目进驻天易科技城,此时启动滨江产业新城核心区项目的建设,能够有效的实现整个天元区南部“产城融合、职住平衡”。滨江产业新城项目于2019年度纳入了省重点项目和株洲市“十四五”规划重点项目库。

二、项目前期工作

完成了项目的城市设计及控制性详细规划的编制。项目范围内经营性用地面积为2406.07亩,现已落实1200亩的土规。其中413亩已于2019年启动拆迁报批,预计2020年上半年完成收储;项目范围内的蔬菜基地495亩已签订预征拆协议,已完成部分土地上附着物的拆迁。湘江大道一期已建成通车,项目区域内的6条重要城市道路的土规调整工作与方案设计已完成,浅塘路已完成征拆,现正进行报批及开工前的手续准备工作。2019年获棚改专项债3.61亿元,2019年9月获批国家发改委10亿元政府专项债券额度。

项目用地范围内的路网基础设施建设、沧水湖水利景观工程建设、配套土地的整理及相关公共服务设施建设和运营等。

II. Preliminary Work

The urban design of the project and the preparation of the regulatory plan have been completed. The operational land area within the project scope is 2,406.07 mu, and the land regulations of 1200 mu have been implemented. Among them, 413 mustarted the demolition and approval work in 2019, and it is expected to be completed in the first half of 2020. As for the 495 mu of vegetable base within the scope of the project, a pre-acquisition and demolition agreement has been signed, and demolition of some attachments on the land has been completed. The Phase I Xiangjiang Avenue has been completed and opened to traffic. The land adjustment work and plan design of 6 important urban roads in the project area have been completed. The acquisition and demolition of Qiantang Road has been completed, and the preparations for the approval and commencement of work are now underway. In 2019, the project received a special debt of RMB 361 million for shantytown reconstruction. In September 2019, it was approved by the National Development and Reform Commission for special government bond line ofRMB 1 billion .

Construction of road network infrastructure within the project area, construction of Cangshui Lake water conservancy landscape project, consolidation of supporting land and construction and operation of related public service facilities, etc.

湘江东岸片区紧邻湘江,距株洲西站14.5公里,距株洲市中心15公里,地势总体东北高、西南低,开发范围内地块现状主要以农田、林地、山体和村落为主。项目是融城发展的重要载体,对促进株洲市渌口区“南向”发展、串联“两江三岸”具有重大战略意义。依据国家关于防范和化解政府性债务的要求,该片区的建设不能增加政府隐性债务,因此拟采取片区综合开发模式,由社会资本方负责投资实施湘江东岸片区综合开发项目,片区内投资成本通过片区内土地出让及二级开发收益回收。

二、项目前期工作

已完成项目控制性详细规划、可研、规划选址、环评、水保等批复,因项目开发模式和建设规模发生调整,目前正在进行相关批复的变更。同时,道路与水利、景观绿化方案设计招标工作也已完成,目前已完成沿江路初步设计、景观方案设计,正在进行水利初步设计。截止目前,已完成项目范围内房屋征收265户,完成征地约476亩,完成土地报批约161亩。

I. Project Background

Xiangjiang East Bank Area is close to Xiangjiang River, 14.5km away from Zhuzhou west station, 15km away from the urban center of Zhuzhou. The terrain is generally high in the northeast and low in the southwest. The current land within the development scope is mainly farmland, forest land, mountains and villages. The project is an important carrier of the development of urban fusion, and is of great strategic significance to promote the "Southward" development of Lukou District in Zhuzhou City and connect the "two rivers and three banks". According to the state's requirements on preventing and resolving government debt, the construction of the area cannot increase the government's implicit debt. Therefore, it is proposed to adopt the comprehensive development mode. The social capital is responsible for the investment and implementation of the comprehensive development project of the Xiangjiang East Bank Area. The investment cost will be recovered through the land transfer and secondary development income.

II. Preliminary Work

The approvals for regulatory plan, feasibility study, site selection, environmental impact assessment, soil and water conservation, etc. of the project have been completed. Due to the adjustment of the project development model and construction scale, the relevant approvals are currently undergoing changes. At the same time, the bidding for road, water conservancy and landscape greening scheme design has also been completed. The preliminary design of the Yanjiang Road and the landscape scheme design have been completed, and the preliminary water conservancy design is in progress. So far, 265 houses have been acquired within the scope of the project, about 476 mu of land have been expropriated and about 161 mu of land have been reported for approval.

一、项目建设背景

清石路片区开发项目位于清水塘老工业区范围内,北至时代大道,东至清荷路,西至株易路,南至果园路,总用地面积536亩。借助株洲市清水塘新城建设千载难逢的契机,充分发挥铜塘湾保税物流中心(B型)、湘欧快线的引擎作用和区域内众多铁路物流专用线和物流场地优势,计划一期打造集物流集散、物流中转、工业仓储等功能为一体的综合型物流平台,二期根据商贸物流需求,增加城市配送及其他功能。

项目将缓解区域现有运力不足的现状,推动生产物资及产品快速流通,增加对社销零售品的物流配送服务,加快推动区域与周边经济圈货物周转效率,成为长株潭地区重要的物资集散地。

二、项目前期工作

已完成商住用地78亩报批工作,拆迁29户。已启动256亩仓储物流用地报批工作,预计2020年下半年完成并启动征拆。启动70亩商住用地报批工作,预计2021年上半年完成报批并启动征拆。目前正在推进项目市政基础设施、市政公园等相关配套工作;另一方面积极争取中央、省、市专项资金及产业项目优惠政策。

I. Project Background

Qingshi Road Area Project is located in the old Qingshuitang Industrial Zone, north to Shidai Avenue, east to Qinghe Road, west to Zhuyi Road, south to Guoyuan Road, with a total area of 536 mu. Taking advantage of the golden opportunity for the construction of Qingshuitang New City in Zhuzhou City, and giving full play to the engine role of the Tongtangwan Bonded Logistics Center (Type B) and the Hunan-Europe Railway Express as well as the advantages of many dedicated railway logistics lines and logistics venues in the region, we plan to establish an integrated logistics platform that integrates collection&distribution, logistics transfer, and industrial warehousing in the first phase. II. Preliminary Work

78 mu of commercial and residential land has been reported for approval, and 29 households have been demolished. The approval of 256 mu of storage and logistics land has been started. It is expected that the land acquisition and demolition will be completed and started in the second half of 2020. As for 70 mu of commercial and residential land, the application for approval was initiated. It is expected that the approval work will be completed and the land acquisition and demolition will startin the first half of 2021. 一、项目建设背景

随着株洲市渌口区经济的不断发展以及撤县设区的机遇,青龙湾片区、梅子湖片区、紫涵湖片区等一批项目的建设,渌口区城市化进程不断加快,人口规模不断增加,城市污水量也随之增大,主要负责中心城区污水处理的王家洲污水处理厂现有规模已难以满足城市的发展需要。目前,该污水处理厂实际处理量约为1.8万吨/天,基本处于满负荷运行状态,高峰时段超负荷运行,存在污水直接排放污染水源的隐患。因此,王家洲污水处理厂的扩容改造项目迫在眉睫。

二、项目前期工作

目前已经委托株洲市规划设计院对王家洲污水处理厂开展选址论证报告编制工作。

三、项目建设内容

项目计划将原有污水处理厂设计处理规模2万吨/天扩容至5万吨/天,新建配套管网及污水提升泵站。

预计约4.5亿元。

The existing scale of the Wangjiazhou Sewage Treatment Plant, which is mainly responsible for sewage treatment in the central urban area, has been unable to meet the development needs of the city. At present, the actual treatment capacity of the plant is about 18,000 tons per day, which is basically in a full-load operation state. During peak hours, it is overloaded and there is a hidden danger of polluted water sources resulting from direct sewage discharging. Therefore, the expansion and reconstructionof Wangjiazhou Sewage Treatment Plant is imminent.

Zhuzhou Planning and Design Institute has been entrusted to carry out the preparation of the site selection demonstration report for the Wangjiazhou Sewage Treatment Plant.
